The Impact of LEADER Funding in Romania

The article explores the impact of the LEADER program in Romania, a European initiative aimed at fostering sustainable development in rural communities by supporting local projects and partnerships. Launched across Europe in 1991, LEADER encourages communities to identify and use their unique resources to promote local growth and improve quality of life. Romania joined this initiative in 2007 and has since implemented numerous projects, but their influence on local economic and social conditions has varied.

The findings highlight that higher levels of LEADER funding, especially amounts exceeding 80 euros per resident, are associated with positive changes in tourism, employment, and population stability in rural Romania. In communities that received significant funding, improvements were observed in tourism services and accommodations, leading to longer stays by visitors and increases in local tourism revenue. Furthermore, some regions experienced reduced unemployment when funds were used for public infrastructure and private ventures, especially in case of those led by young entrepreneurs.

Despite these successes, challenges such as population decline due to low birth rates and high mortality persist. While LEADER helps slow this trend by attracting new residents to areas with better living conditions and job opportunities, more support may be needed to address the aging rural population fully. Overall, LEADER is shown to add significant value by addressing urban-rural disparities, boosting local economies, and fostering self-sustaining communities. Future research is encouraged to explore how LEADER funding can further support community well-being, especially in adapting to evolving demographic and economic needs in Romania’s rural areas.
